(AP) ? About a quarter of the $148 billion budget for reconstruction after the March 2011 tsunami and nuclear disaster has been spent on unrelated projects, including subsidies for a contact lens factory and research whaling, a Japanese government accounting shows.

The audit documents released last week buttressed complaints over shortcomings in the reconstruction effort. More than half the 11.7 trillion yen ($148 billion) budget is yet to be disbursed, stalled by indecision and bureaucracy, while nearly all of the 340,000 people evacuated from the disaster zone remain uncertain whether, when and how they will ever resettle.

Many of the non-reconstruction-related projects loaded into the budget were included on the pretext they might contribute to Japan's economic revival, a strategy that the government now acknowledges was a mistake.

"It is true that the government has not done enough and has not done it adequately. We must listen to those who say the reconstruction should be the first priority," Prime Minister Yoshihiko Noda said in a speech to parliament on Monday.

He vowed that unrelated projects will be "strictly wrung out" of the budget.

But ensuring that funds go to their intended purpose might require an explicit change in the reconstruction spending law, which authorizes spending on such ambiguous purposes as creating eco-towns and supporting "employment measures."

Among the unrelated projects benefiting from the reconstruction budgets are: road building in distant Okinawa; prison vocational training in other parts of Japan; subsidies for a contact lens factory in central Japan; renovations of government offices in Tokyo; aircraft and fighter pilot training, research and production of rare earths minerals, a semiconductor research project and even funding to support whaling, ostensibly for research.

Some 30 million yen ($380,000) went to promoting the Tokyo Sky Tree, a transmission tower that is the world's tallest freestanding broadcast structure. Another 2.8 billion yen ($35 million) was requested by the Justice Ministry for a publicity campaign to "reassure the public" about the risks of big disasters.

Masahiro Matsumura, a politics professor at St. Andrews University in Osaka, Japan, said justifying such misuse by suggesting the benefits would "trickle down" to the disaster zone is typical of the political dysfunction that has hindered Japan's efforts to break out of two decades of debilitating economic slump.

"This is a manifestation of government indifference to rehabilitation. They are very good at making excuses," Matsumura told The Associated Press.

Near the crippled Fukushima Dai-Ichi nuclear plant, which suffered the additional blow from the worst nuclear accident since the 1986 Chernobyl disaster, recovery work has barely begun.

More than 325,000 of the 340,000 people evacuated from the disaster zone or forced to flee the areas around the nuclear plant after the March 11, 2011 disaster remain homeless or away from their homes, according to the most recent figures available.

In Rikuzentakata, a fishing enclave where 1,800 people were killed or went missing as the tsunami scoured the harbor, rebuilding has yet to begin in earnest, says Takashi Kubota, who left a government job in Tokyo in May 2011 to become the town's deputy mayor.

The tsunami destroyed 3,800 of Rikuzentakata's 9,000 homes. The first priority, he says, has been finding land for rebuilding homes ? on higher ground. For now, most evacuees are housed, generally unhappily, in temporary shelters in school playgrounds and sports fields.

"I can sum it up in two words ? speed and flexibility ? that are lacking," Kubota said. Showing a photo of the now non-existent downtown area, he said, "In 19 months, there have basically been no major changes. There is not one single new building yet."

The government has pledged to spend 23 trillion yen ($295 billion) over this decade on reconstruction and disaster prevention, 19 trillion yen ($245 billion) of it within five years.

But more than half the reconstruction budget remains unspent, according to the government's audit report.

The dithering is preventing the government, whose debt is already twice the size of the country's GDP, from getting the most bang for every buck.

"You've got economic malaise and political as well. That's just a recipe for disaster," said Matthew Circosta, an economist with Moody's Analytics in Sydney.

Part of the problem is the central government's strategy of managing the reconstruction from Tokyo instead of delegating it to provincial governments. At the same time, the local governments lack the staff and expertise for such major rebuilding.

The government "thinks it has to be in the driver's seat," Jun Iio, a government adviser and professor at Tokyo University told a conference in Sendai. "Unfortunately the reconstruction process is long and only if the local residents can agree on a plan will they move ahead on reconstruction."

"It is in this stage that creativity is needed for rebuilding," he said.

Even Sendai, a regional capital of over 1 million people much better equipped than most coastal communities to deal with the disaster, still has mountains of rubble. Much of it is piled amid the bare foundations, barren fields and broken buildings of its oceanside suburb of Arahama.

Sendai quickly restored disrupted power, gas and water supplies and its tsunami-swamped airport. The area's crumbled expressways and heavily damaged railway lines were repaired within weeks.

But farther north and south, ravaged coastal towns remain largely unoccupied.

More than 240 ports remain unbuilt; in many cases their harbors are treacherous with tsunami debris.

Like many working on the disaster, Yoshiaki Kawata of Kansai University worries that the slow progress on reconstruction will leave the region, traditionally one of Japan's poorest, without a viable economy.

"There is almost no one on the streets," he said in the tiny fishing hamlet of Ryoishi, where the sea rose 17 meters (56 feet). "Building a new town will take many years."

Even communities remain divided over how to rebuild. Moving residential areas to higher ground involves cumbersome bureaucratic procedures and complicated ownership issues. Each day of delay, meanwhile, raises the likelihood that residents will leave and that local businesses will fail to recover, says Itsunori Onodera, a lawmaker from the port town of Kesennuma, which lost more than 1,400 people in the disaster.

"Speed," he says, is the thing most needed to get the region back on its feet.

There?s a new study out on how millionaires react to tax increases. What does the survey say?

?Millionaire Migration in California: The Impact of Top Tax Rates??is?by Charles Varner and Cristobal Young, both of the Stanford University Center on Poverty and Inequality.

The study says:

* The flight of millionaires from California due to higher income tax rates from pending Proposition 30 is likely to be minuscule.? Only a maximum of 120 millionaires a year could leave or 1,200 over ten years. (Proposition 30 would raise the state income tax on those making $250,000 or more a year, with the top rate rising 3 percentage points, to 13.3 percent.)

* The highest income Californians were less likely to leave the state when the Mental Health Services Tax was passed in 2005.

* The number of non-resident millionaires who pay some taxes in California did not rise when the Mental Health tax was imposed.

* The 1996 state tax cuts did not have a consistent and substantial effect on retaining residents in California or attracting in-migrants from other states.

* The strongest out-migration factor was marital divorce.? Tax policies are ?modest when compared to the life impact of marital dissolution.?

* Most millionaires fall into the highest tax bracket because of a peak year of earnings, such as real estate brokers, during the Mortgage Bubble.? So millionaires are not as likely to move if Prop. 30 passes, and their top income tax rate toes from 10.3 percent to 13.3 percent on a peak year of earnings.

Left out

Briefly, here is what the study didn?t say, or didn?t interpret properly:

* The largest out-migrations of Californians of all income levels have occurred during real estate booms such as the Mortgage Bubble, not during economic recessions. The largest net out-migration of California millionaires was in 2004, during the Mortgage Bubble, with 63 leaving (Stanford study, Page 22, Table 3.1).

* In-migration of millionaires from other states offsets the number of California millionaire out-migrations in most years. The larger problem is that the number of millionaires in California has declined by 61,410 since 2002. If this trend continues to 2019, when Prop. 30 expires, any tax increase on millionaires would be on 71,645 fewer millionaires than in 2012

* The percentage of those with incomes from $500,000 to $1 million that migrated out of California during the Mortgage Bubble from 2005 to 2007 rose 74 percent on average compared to the recessionary years of 2001 to 2004.

Divorce

* There were 150,180 divorces in California in 2003-04. ?In that same year, only 857 millionaires and 63 net millionaires moved out of California. The gross number of millionaire out-migrants (0.5 percent) and the net number of out-migrants (0.4 percent) are too small to be of statistical significance to generalize that divorce is the main cause of millionaire tax flight.? Most statisticians warn that such small numbers can lead to hasty generalization.

*?Divorce rates for the middle class tend to fall during recessions and rise during booms, albeit the data are?mixed. ?Divorce rates dropped during the Great Depression of the 1930s.? Divorce does not appear to be the main driver of relocation out of state unless it is related to home foreclosure, mainly for those in lower income brackets.? The Stanford study confuses a symptom for a cause and tends to reduce the reasons for out-migration to psychological marital incompatibility. Divorce is not the main driver for people to move to California, nor to move out.

*?The imposition of the state Mental Health Tax during the Mortgage Bubble is not a valid indicator for tax flight during a prolonged managed depression.

*?To conduct a valid scientific study about millionaire tax flight, a comparison needs to be made between millionaires who left the state and those that did not. Instead, the Stanford study made a comparison of a so-called ?Control Group? of those in the $500,000 to $1,000,000 income bracket with a ?Treatment Group? in the $1,000,001 to $1 billion income bracket.? This is obviously not a valid apples-to-apples comparison (see Table 3.3).

*?Low tax rates and business regulations appear to have a significant bearing on choice of state to relocate to.? All the ?sender states? with the largest number of in-migrants to California have unfavorable tax and business climates; and all the ?destination states? have better tax and business rankings by a factor of two (2 X).? Even if size of state is considered, there is a much greater tendency for out-migrants to flee to low tax-low regulation states.

* If divorce were a large factor in out-migration, then we would expect out-migrants to tend to move back to old family and community ties in their states of origin rather than to low tax states.? But that is not the case. ?Moreover, the researchers ignored what is called ?strategic divorce,? or ?postnuptial agreements? where wealthy couples divorce to protect assets when there is financial stress.

Out-migration

* A Mercatus Center 2011 study found that higher state income-tax rates cause a net out-migration of both higher income residents and all residents.

* Of course, all this controversy dodges the question: Will?future millionaires avoid residing in California?

In conclusion regarding wealth redistribution by taxing the wealthy, as Nobel Laureate economist Milton Friedman wrote:

??There is all the difference in the world, however, between two kinds of assistance through government that seem superficially similar: First, 90 percent of us agreeing to impose taxes on ourselves in order to help the bottom 10 percent, and second, 80 percent voting to impose taxes on the top 10 percent to help the bottom 10 percent.

?The first may be wise or unwise, an effective or ineffective way to help the disadvantaged ? but it is consistent with belief in both equality of opportunity and liberty. The second seeks equality of outcome and is entirely antithetical to liberty.?

Austrian daredevil Felix Baumgartner became the first skydiver to break the speed of sound in a 24-mile-high jump from a balloon on Sunday, reaching 833.9 mph in a free fall that lasted some 9 minutes.

Landing on his feet in the New Mexico desert, the man known as "Fearless Felix" lifted his arms in victory to the cheers of onlookers and friends.

"When I was standing there on top of the world, you become so humble, you do not think about breaking records anymore, you do not think about gaining scientific data," he said after the jump. "The only thing you want is to come back alive."

"Sometimes we have to get really high to see how small we are," an exuberant Baumgartner told reporters outside mission control after safely returning to Earth.

Occupy Earth: Japanese, US troops mull drill to take island

TOKYO:?Japan?and the United States are mulling a joint military drill to simulate retaking a remote island from foreign forces, reports said, amid a festering row between Tokyo and Beijing over disputed islets.

The exercise, part of broader joint manoeuvres to start in early November, would use an uninhabited island in Okinawa, southernmost Japan, Jiji Press and Kyodo News agencies quoted unidentified sources as saying yesterday.

The drill would involve Japanese and US troops making an amphibious and airborne landing to retake the island using boats and helicopters, Kyodo said.

Japan and China have long been at loggerheads over the sovereignty of rocky outcrops in the?East China Sea?known as the?Senkaku Islands?in Japan and the Diaoyu Islands in China.

The Tokyo-administered island chain is uninhabited, but is thought to be sitting on top of valuable resources.

The dispute flared in August and September with landings by nationalists from both sides and the subsequent nationalisation of the islands by Tokyo.

The exercise would reportedly use the uninhabited island of Irisunajima. The tiny island, used as a firing range for US forces, is also in the East China Sea but hundreds of kilometres away from the disputed island chain.

Jiji said some Japanese and US government officials were cautious about holding the drill, fearing a likely angry response from China.

No more paninis on the piazza? Rome bars tourists from eating at historical sites

Thinking of emulating Audrey Hepburn in the 1953 romantic comedy 'Roman Holiday' by eating a gelato on the Spanish Steps? Think again. It could prove to be a very expensive ice cream.

It is one of the simplest, most affordable pleasures of any visit to Rome: tucking into a piece of pizza, or a panino stuffed with prosciutto and mozzarella, while marveling at the city?s ancient monuments. But not anymore.

As of this week, anyone caught snacking around the Eternal City?s centuries-old monuments and archeological sites could find themselves landed with a fine of up to 500 euros ($650).

In an attempt to bring a greater level of decorum to a city not known for order, Rome city council has passed a decree banning tourists from snacking in the historic center, which recognized by UNESCO as a World Heritage site.

That includes Piazza Navona, with its exquisite marble fountains, and the Pantheon, a vast Roman temple converted into a church. Other areas subject to the crackdown include Via dei Fori Imperiali, the broad avenue which links Piazza Venezia, Rome?s main square, with the Colosseum, the ancient arena where gladiators and slaves once fought.

Thinking of emulating Audrey Hepburn in the 1953 romantic comedy Roman Holiday by eating a gelato on the Spanish Steps? Think again. It could prove to be a very expensive ice cream.

"It is forbidden to encamp or erect makeshift shelters and stop to eat or drink in zones which have a particular historic or architectural value," reads the ordinance adopted by Rome city council this week.

The law is intended to ?guarantee the protection of areas of merit in the historic center,? it added.

In what one Italian newspaper, La Repubblica, called the start of a ?war on the panino," fines will range from 25 euros ($32) up to 500 euros ($650).

In many ways the new clamp-down reflects a schism in attitudes towards public eating between Italians and tourists.

Visitors may be happy to chow down on a slice of pizza or sandwich?on the steps of a Renaissance church or ancient Roman monument, taking a rest from the exhausting challenge of touring the city on foot. But that leaves most Romans aghast ? they rarely eat or drink on the street.

You don't see people guzzling enormous take-out coffees from paper cups; Italians go to a cafe for a cappuccino or a cafe macchiato, and drink it there, often standing up at the bar.

Eating in public is not done. I have even been told off for eating in a restaurant while reading a newspaper ? on the grounds that it will ruin my digestion, and that I should forget about work at least for an hour.

Rome is just the latest Italian city to try to curb indecorous behavior by tourists.

Similar bans have been adopted in Venice, where snacking is prohibited in St. Mark's Square and around famous landmarks, as well as Florence and Bologna.

But critics said the draconian new law could drive away tourists just as Italy needs them more than ever ? locals are spending less in restaurants, bars, and cafes as a result of a grinding recession and the imposition of austerity measures intended to tame the country?s 1.9 trillion euro national debt.

The center-right mayor of Rome, Gianni Alemanno, is acting like a ?sheriff? and ?transforming Rome into a city of rules and regulations,? said Angelo Bonelli, an opposition councilor in the city administration.

Others said Rome had more serious problems to contend with ? streets are often strewn with rubbish, illegal hawkers and touts harass tourists outside St. Peter?s Basilica and the Colosseum, and cars are allowed to double- or even triple-park.

?To start pestering tourists while they are eating lunch out of a bag really seems the last of our problems,? says Dario Nanni, a member of the left-leaning Democratic Party.

Italy has a somewhat checkered history when it comes to law enforcement, so whether tourists munching on sandwiches and slices of pizza really will be slapped with heavy fines remains to be seen.

Guam - As expected, Lt. Governor Ray Tenorio has vetoed Bill 513, Senator Ben Pangelinan's health insurance choice bill.?

The measure would have changed the way GovGuam procures health insurance by allowing GovGuam employees to pick from multiple pre-qualified health insurance providers.

In a release to the media the Administration cites the concerns from the Attorney General who said the Bill could not be enforced because the health insurance selection process is now? under protest and the Hay Group which concluded that rates would rise under Bill #513..?

Senator Panagelinan has disputed the Hay Group findings saying Bill #513 would cap rates and not increase them.

Acting Governor Ray Tenorio vetoed the bill Friday afternoon calling it another "election-year empty promise" that was "wrought with severe legal factual financial and actuarial deficiencies in it's assumptions and analysis."

Governor Calvo had the Lt. Governor act on the measure in order to avoid any appearance of a conflict of interest. Calvo's SelectCare which is owned by Governor Calvo's family is currently the sole provider of health insurance to GovGuam employees.

According to the release Governor Calvo is in Saipan to see how Guam can help with the hospital crisis happening there.

The Attorney General is concerned Bill No. 513, which circumvents the procurement process on health insurance, was rushed and may subject the government to legal action. An independent actuarial consultant opined the bill, if passed into law, is unrealistic and will hurt retirees and active employees. Either one of those concerns by these independent experts would be enough to veto the bill.

Acting Governor Ray Tenorio vetoed Bill No. 513 this afternoon after calling it another election-year empty promise to people ?wrought with severe legal, factual, financial and actuarial deficiencies in its assumptions and analysis.?

Governor Calvo, wanting to avoid any appearance of a conflict of interest, handed the matter to the Lieutenant Governor for his review. The Governor is in Saipan to see how Guam can help with the hospital crisis happening there.

Bill will raise costs on retirees & employees
In his letter expressing his objections to the Speaker, it all came down to bad legislation that will end up hurting some of the most vulnerable in our community on a fixed income: ?Bill 513 is fiscally irresponsible, and this administration will not enact legislation that increases the cost of necessities on our manamko and on our hardworking employees.?

Acting Governor Tenorio is referring to the analysis by the independent actuarial consultant, the Hay Group, which warns that one of the impacts of Bill No. 513 will be to raise insurance costs for retirees, especially those over 65. The analysis goes on to state that the bill creates a ?huge? possibility that active employees will overpay on their premiums under the financial scheme of Bill No. 513.

That scheme also was questioned by acting Gov. Tenorio and the Hay Group.? ?We have no idea what the contribution rates required on page 9 [of Bill No. 513] are derived from nor can one tell what relationship they have to employee contributions. Depending on the full rates quoted, the employees maybe paying more or less than they do currently for basically the same coverage,? writes Marie Dufresne, Senior Principal for the Hay Group.

The Untold Story: Benefits went up w/o addtl. costs
By contrast, the current insurance provider is providing wider coverage and more benefits this year at the same prices charged last fiscal year at no additional cost to the government of the GovGuam employee. ?[I]nstead of increasing the cost of insurance, the Department of Administration (DOA) was able to negotiate ? before Bill 513 was passed ? a continuation of the existing health insurance, with an increase in plan designs required under PPACA, at no additional cost to the government or the GovGuam employee. To their credit, DOA was also able to negotiate a continuation of the current rates despite that the incumbent carrier could have charged more for the additional coverage as HIPAA does not place any restrictions on rates,? acting Gov. Tenorio wrote in his veto message to the Speaker.

So, despite the artificial and fictional ?emergency? created by the legislature on this bill, which turned out to be a rush job, the claims of providing better coverage at lower rates all turn out to be false and empty promises. The Hay Group writes, ?With all of this background and built in protection for the Government, we were very surprised with this rush to pass a one year RFP process Bill that we very much believe will not save premium dollars and in fact we feel that few if any insurers would be comfortable even providing a quote given the very serious constraints in the Bill. If this happens, you would have a very uncompetitive result.?

Acting Gov. Tenorio appeals directly to Guamanians:
?Fellow citizens, take comfort. There are only three weeks left until the election. All of this phony concern and so-obvious rush to score political points at the expense of your pocketbooks will end the evening of November 6. Governor Calvo and I will remain vigilant against all these politics.?

Murdered man encased in concrete was ex-journalist

DECATUR, Ga. -- Authorities on Friday identified the body of a man who was found entombed in concrete in the backyard of a northeast Georgia home.

The man has been identified as Sean Dugas, 30, according to the Georgia Bureau of Investigation medical examiner's office. The body was found Monday encased in a plastic storage container filled with concrete.

Authorities this week charged twin brothers Christopher and William Cormier, 31, with murder in the death of Dugas, a former newspaper reporter in Pensacola, Fla. The Cormier brothers are also charged with concealing death.

"It's a little hard to wrap your head around it," said Kris Wernowsky, who worked at the Pensacola News Journal, where he sat next to Dugas for about three years. "I've worked there for so many years and covered many things in Florida. You never would have thought you would go to a website and click on a story about someone you know. ... It's heartbreaking."

Dreadlocks, long beard
Dugas' dreadlocks and bushy long beard helped him stand out easily in the Pensacola area on the Florida Panhandle, Wernowsky said. Dugas had covered a wide variety of topics, including breaking news and entertainment, the newspaper said on its website.

Dugas worked for the News Journal from 2005 to 2010, rising from a clerk to a police reporter.

?He was a good breaking-news reporter," Wernowsky said. "He was the type of guy who was eager and loved his job. I rarely heard about him complaining about anything."

Winder, Ga., police officer Chris Cooper said this week that medical examiners declared the death a homicide based on the number and location of the man's injuries. The autopsy revealed that the man died of blunt force trauma to the head about a month ago.

Georgia authorities on Monday arrested the twins at a home in Winder that was being rented by their father. Winder is a small city located about 45 miles northeast of Atlanta.

Police said Dugas had been reported missing and was last heard from on Aug. 27, when he made plans to have lunch with a friend the next day.

'So much that is not known'
When the friend went to pick him up for the meal, he wasn't home. After trying unsuccessfully for days to reach Dugas, the friend went back to his house on Sept. 7 to find it empty. Neighbors told her a U-Haul truck had been there since Sept. 3 and they saw at least one man removing things.

That man told the neighbors that Dugas had been beaten and was going to live with him, police said.

The female friend continued to try to reach Dugas before calling police on Sept. 13.

Based on information provided by Pensacola, Fla., investigators, Winder police found the body at the Georgia home being rented by the Cormier twins' father, who told police his sons had arrived from Florida about three weeks earlier. They told him they were supposed to take care of their missing?friend's dog.

However, they supposedly claimed they'd ended up killing the dog and burying it in their father's backyard, police said.

"There is so much that is not known," Wernowsky said. "There are so many empty spaces for a lot of us. I didn't know any of his family, and I feel sorry for their loss. What a horrible way to end your life."

Over 25s. While the Groups category is a holdover from last season, all the others are new ? replacing Boys, Girls and the walking dead known as the Over 40s. This time, the "old-timers" tap out at exactly 40 with Vino Alan.?

Apparently even that is too old for L.A. Reid. Because when it came time to divvy up the categories amongst the judges, he had a mini-meltdown when the producers called to say he'd be mentoring the "Overs." After slamming down the phone, he stormed off in a huff. Way to have confidence in your team, L.A.

Then, when his geriatric prot?g?s showed up on his million-dollar doorstep looking for the guidance they were promised in the lazily-named Judges' Homes round, he gave the worst pep talk ever. "I can't really say that there's anybody that stands out in this category," he griped. "I'm not happy, but I still plan on winning." Yeah, that really makes us want to vote for your team.?

Hoping to breathe some life into the seemingly hopeless situation, Reid will be relying on guest mentor Justin Bieber to offer the kind of sage wisdom that comes with turning 18 and lasting three whole years in the music industry. Also mentoring are will.i.am alongside Britney Spears and the Teens; Nick Jonas with Demi Lovato and the Young Adults; and Marc Anthony and Simon Cowell for the Groups.?

Speaking of groups, there were only three that made it through boot camp. Then, three more were manufactured by the judges using singers who didn't quite cut it as solo artists. While this maneuver could have backfired, they each came together nicely once they arrived at Simon's home to audition yet again. Yes, there's more paring to be done, as the six acts in each category will be cut to four before the live shows begin. The clear standout on Simon's team was hip-hop trio Lyric 145, comprising badass one-eyed rapper Lyric Da Queen and male duo One4Five. Their version of Miley Cyrus' "Party in the U.S.A." was killer, and the look on Simon's face when they finished said it all: We have a winner!

Meanwhile, over at Demi's house, she and the baby Jonas brother sifted through the Young Adults talent, which unfortunately included?Paige Thomas?and?Willie Jones. (Seriously, time to dump them, guys.) And while?CeCe Frey?was told she isn't very "likable," she definitely has the vocal chops and stage presence to stick around. Her jazzy rendition of the most overdone song of the season, LMFAO's "Sexy and I Know It," set her apart from the rest of the pack. Now, someone just needs to scrub those leopard spots off her face.?

But that'll have to wait till the next ep, where we'll see what the other categories have to offer and (hopefully) find out who makes the final cut. In the meantime, here's a quick rundown of who's in what group.

Ryan asked for federal help as he championed cuts

(AP) ? Republican vice presidential candidate Paul Ryan is a fiscal conservative, champion of small government and critic of federal handouts. But as a congressman in Wisconsin, Ryan lobbied for tens of millions of dollars on behalf of his constituents for the kinds of largess he's now campaigning against, according to an Associated Press review of 8,900 pages of correspondence between Ryan's office and more than 70 executive branch agencies.

For 12 years in the House, Ryan wrote to federal agencies supporting expansion of food stamps in his Wisconsin district. He supported city officials and everyday constituents who sought stimulus grants, federally guaranteed business loans, grants to invest in green technology and money under the health care law he opposes.

On the campaign trail, Ryan has called those kinds of handouts big-government overreaching. He tells crowds he supports smaller government and rails against what he calls President Barack Obama's wasteful spending, including the president's $800 billion stimulus program. Ryan renewed his criticism about stimulus spending in Thursday night's vice presidential debate.

"Was it a good idea to spend taxpayer dollars on electric cars in Finland or on windmills in China?" Ryan said. "Was it a good idea to borrow all this money from countries like China and spend it on all these various different interest groups?"

Yet the AP's review of Ryan's congressional correspondence showed that he sought stimulus funding on behalf of residents and at one point told federal regulators that cutting a stimulus grant in his district at the 11th hour would be "economically devastating."

Vice President Joe Biden cited during the debate Ryan's letters seeking stimulus money: "I love that. This was such a bad program, and he writes me a letter saying, writes the Department of Energy a letter saying, 'The reason we need this stimulus, it will create growth and jobs.' His words. And now he's sitting here looking at me," Biden said.

Much of Ryan's correspondence is similar to other lawmakers performing constituent duties, describing problems that residents have reported. They include requests such as assisting a family missing airline baggage and helping a man who didn't receive a pancake maker he had ordered.

But in other correspondence, Ryan explicitly supports programs and encourages federal agencies to take actions. He supported in his congressional letters some Wisconsin farms' share of an $11.8 million loan guarantee but later criticized other loan guarantees, such as the $535 million loan that went to now-defunct solar panel maker Solyndra. He asked transportation officials for a grant for green technology and alternative fuels, although his proposed budget as House budget chairman called loans for electric car development "corporate welfare."

He's also supported federal money to help a Kenosha, Wis., community center cover health care costs of low-income families under Obama's health care reform law ? the very program he and Romney say they will repeal if they win the White House.

Ryan spokesman Brendan Buck said AP's findings represented a member of Congress helping people in his district. "Part of being a congressman is vouching for constituents and helping them navigate the federal bureaucracy when asked," he said.

Among the ways Ryan went to bat for his constituents, as detailed in his correspondence:

?A Kenosha community center's grant proposal under the Food Stamps Access Research program, to educate families about the nutritional benefits of food stamps. Ryan said in a 2002 letter the program would increase the enrollment of eligible individuals in the program by providing laptop computers to pre-screen applicants. Ryan's budget proposed cutting food stamps by $134 billion over 10 years, although his spokesman said he "has always made clear we need a strong safety net."

?Letters offering support or forwarding requests for projects funded by stimulus money. Ryan's May 2009 letter to a regional Environmental Protection Agency office asked for its "full consideration" in awarding grant money to an organization under the National Clean Diesel Funding Assistance Program, which reduces diesel emissions.

Ryan also wrote to the EPA in 2009 on behalf of a small town trying to secure $550,000 in stimulus money for utility repairs. Ryan, whose staff requested meetings with the EPA about the matter, said the rescinding of the grant "would be economically devastating" to Sharon, Wis., since it already began spending the money. The EPA said project costs were incurred before October 2008, making the project ineligible for stimulus cash. Ryan has also voiced support for millions in EPA grant money to clean up abandoned building sites in Wisconsin towns.

?A 2002 Agriculture Department loan guarantee to develop a pork-packing and processing plant for farms in the region, including some in his district. The new factory appeared to be "state of the art" and worthy of funding, he said, adding: "It is my hope that the USDA will reach a favorable decision" on the application for a 60 percent federal loan guarantee toward a $19.7 million loan.

?A Kenosha health center's request to use money under Obama's new health care law to help meet health care needs of "thousands of new patients" who lack coverage. Ryan's December 2010 letter to the Health and Human Services Department, first reported by the Nation magazine and also obtained by the AP, appears at odds with his pledge to repeal "Obamacare."

?Support for a grant for the Historical Society in Milton, Wis., from the National Park Service for $271,000 in order to preserve a Civil War-era home. Ryan supported the plan in 2002, saying historical artifacts inside the former transfer point for slaves "have aged to a point where aggressive preservation and restoration is needed to save them." Meanwhile, he's supported recent cuts to the federal budget that would invariably affect national parks.

The AP obtained requested documents from nearly every executive branch agency, although many have been slow to provide any relevant files. Some Obama administration agencies declined AP's request to quickly turn over materials even though they involve an election that's just weeks away.
